Texas Deliverables‑Based IT Services (DBITS)

Contract DIR-CPO-5934 — under the Texas Department of Information Resources (DIR) Cooperative Contracts Program. Eligible Customers can procure services directly from Lullabot using a Statement of Work (SOW) and Purchase Order that references this contract number.

Overview

We are an approved vendor under the Texas Department of Information Resources (DIR) Deliverables-Based IT Services (DBITS) program. Through this contract, Eligible Customers can engage us for digital and technology services using a Statement of Work (SOW) and Purchase Order. 

We provide digital strategy, design, development, and support services to public-sector clients across the United States. Under the Texas DIR DBITS program, we offer expert teams to plan, build, and support complex digital systems that improve user experience, accessibility, and operational efficiency.

Service categories

Application development involves creating new applications, which may be mainframe, server, network-based, web-based, or a combination, and may require interfaces to existing applications. 

Application maintenance and support includes troubleshooting, modifying, maintaining, improving security, and enhancing legacy systems and applications, which may be running in a production environment.

Technology upgrade, migration, and transformation may be accomplished by converting/migrating legacy applications to new technology, either with or without new business functionality. It may also include introducing new technology into the enterprise and managing any resulting changes.

Transformation may include assessing the current application portfolio, evaluating technology assets before starting the technology transformation, and developing a business case to justify the initiative. Part of the transformation journey may include planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming, support services, and training support.

Return on investment (ROI), benchmarks, and milestones may also be appropriate to include in a transformation initiative.

Agile methodology may be considered if the requesting agency approves the deliverables and/or milestones that align with the documented sprint schedule, methodology, and governance, which define the process of developing, communicating, implementing, monitoring, and approving the project phases.

Enterprise Resource Planning (ERP) is an amalgamation of an organization’s information systems designed to automate and integrate a variety of functions, commonly referred to as “back office”, including financials, human resources, and asset management. These systems are usually modularized and generally highly configurable. Business Process Reengineering (BPR), system or application changes, implementation, conversion services, and training are often included in an ERP initiative.

This DBITS contract is for services only. No hardware or software products may be sold under this agreement. Resellers are not available.

  • Other public entities within Texas

  • Out-of-state public entities via interlocal agreements with DIR

How to purchase

  1. Prepare a Statement of Work (SOW): Use the DIR SOW template and include the project’s scope, deliverables, timeline, acceptance criteria, and pricing terms.
  2. Request a quote from us: Send us your draft SOW. We’ll review your needs and respond with a formal proposal consistent with DIR DBITS terms.
  3. Issue a Purchase Order (PO): All POs must include Contract Number DIR-CPO-5394. Work will begin once the SOW and PO are accepted.
  4. Pricing and negotiation: You will negotiate pricing directly with us in accordance with the project’s SOW. Terms and conditions within the SOW may be tailored to meet the Customer’s business needs, provided they do not conflict with or weaken the DIR DBITS contract terms. Pricing is determined per project based on the scope of work and deliverables defined in the SOW. Final pricing is quoted individually for each project.
